Governor Andrew Cuomo is expected to sign an amendment to strengthen the state's drunk driving laws.
The measure would turn three drunk driving-related offenses within 15 years into a felony.
It calls for penalties of up to seven years in prison and a fine of up to $10,000.
The measure is called "Vince's Law," after an upstate man who was killed by a driver with five previous drunk driving offenses.
The amendment would take effect November 1 and apply to any offenses after that.
