A section of the facade inside an underpass of the Brooklyn Bridge collapsed during Wednesday's storm, injuring five people.
The New York City Fire Department says a section some 25 feet wide came down just before 8 p.m.
Among those injured were a mother and a 4-month-old child.
All of the injuries were described as minor and officials say they occurred as the people tried to get away from the falling debris.
According to police construction, workers were working on the road, and the water rushing into the cracks may have contributed to the collapse.
NY1 is told that the facade is decorative and is not a structural wall.
The Department of Buildings is also investigating.
The bridge was not closed as a result of the incident.
