Several church leaders on Staten Island are expected to relocate this week because of term limits reinstated by Cardinal Timothy Dolan.
The policy allows priests to reside at one parish for a maximum of 12 years. It was not enforced with previous cardinals.
Dolan says it allows priests to bring their talents to a variety of congregations.
He says it also brings in "new blood" and fresh ideas.
A special farewell mass was held Sunday at Our Lady Star of the Sea for the pastor who had been there for 20 years.
"It's sad to leave people I have grown to love, and people who I've been with through all sorts of times in their lives," said Monsignor Jeffrey Conway of Our Lady Star of the Sea.
Hundreds wrote letters to Dolan to try and keep Conway.
The deadline to relocate is Thursday.
