Mayor Bill de Blasio on Thursday appointed five people to the Rent Guidelines Board, and it happened less than two hours before their first meeting.
The mayor tapped Cecelia Joza and Steven Flax to serve as public members.
Sarah Williams Willard will serve as project manager.
Sheila Garcia and Harvey Epstein will act as a tenant representatives.
The mayor has not yet appointed a chairperson for the nine member panel.
The board is set to hold several public meetings before its preliminary vote on possible rent hikes on May 5.
This isn't the first time the mayor has waited until the last minute to make appointments.
De Blasio announced his first five appointees to the Panel for Educational Policy just minutes before their January meeting.
