New Yorkers are bundling up against the cold Monday evening with temperatures in the single digits, but some people in Harlem say they have to bundle up in their own apartments because they don't have heat. NY1's Michael Herzenberg filed the following report.

People bundled up, covered their faces and hurried home.

"I'm scared. Are we supposed to stay in the house?" said one person.

"I might not even be outside, by the way," said another.

"When I get home, it's going to be nice and warm," said a third.

The warmth at the Gladys Hampton Houses doesn't satisfy some residents, though, who say that their apartments feel like the North Pole.

"We got angry because you sitting in here, you can't, you get up in the morning, you have to boil water," said resident Deborah Morgan, who said she uses space heaters because her radiator doesn't work.

Upstairs, a neighbor used the oven to cook her apartment, something emergency officials say you should never do because it can cause carbon monoxide poisoning.

The building superintendent admitted that some of the 200 apartments have heating parts that need replacing. He did not want to go on camera, but he maintained that he's doing his best to make the repairs.

He brought NY1 to residents of some units where the heat seems to work.

"It's pretty good. It's pretty good," said one person.

That heat came from an emergency boiler while the permanent one is being swapped out, but it did go down this weekend, giving the resident a couple of chilly days and nights.

"Hopefully, they get it straightened out so that can we have heat on for the rest of the winter," Morgan said.

The superintendent said he reached out to the emergency boiler company, asking them to increase output, but it hasn't happened yet.

Residents have filed 11 complaints to the city against the Manhattan North Management Company in the last two weeks.

NY1 called the company's emergency hotline, but it was not in service.
