Port Authority police delivered a baby girl just before 7 a.m. Monday on the west side of the Holland Tunnel.
The Port Authority reports that Officers Catherine Prior and Luis Alvardo spotted Kai Tang waving for help about 50 feet from the tunnel's entrance.
Meanwhile, inside his Nissan sedan, 21-year-old Ying Chen was in labor.
Officer Matthew Smith, a trained EMT, quickly grabbed some medical supplies and brought the nine-pound, 15-ounce girl into the world.
Police say that Tang and Chen were en route to their doctor in New York when she went into labor.
