Lawmakers, first responders and survivors of the September 11th terrorist attacks gathered on Capitol Hill Wednesday, ahead of a second vote on a bill that would provide healthcare for rescue and recovery workers.

The vote on the James Zadroga 9/11 Health and Compensation Act of 2010 is set for next week in the House of Representatives.

Supporters are urging lawmakers to pass the $7.4 billion measure that would provide health care and compensation to those who fell ill after working at the World Trade Center site.

The bill failed in a July House vote after Democrats used a procedure that required a two-thirds majority, in an effort to block potential GOP amendments.

Lawmakers are more optimistic this time around, since passing the measure will only require a simple majority.

Republican critics call the bill a massive new entitlement program that would increase taxes and possibly kill jobs.
