Dozens of Harlem residents voiced their concerns about crime at a Tuesday forum run by the New York Urban League at the Schomburg Center for Research in Black Culture.

Police Commissioner Ray Kelly said while crime is down 5 percent in the area, it is still way too high.

Community activists added that despite the decline in crime, a neighborhood shooting in broad daylight changes perceptions.

"That's terrorism. That's a level of saying to people, 'You better not say anything because you could be next.' Even though the number's down, we're worried about the impact this is having on our community," said Harlem Children's Zone President and CEO Geoffrey Canada.

Activists said they have to show children their outrage that crime is not acceptable.

Manhattan District Attorney Cyrus Vance Jr. said the reduction in crime can help law enforcement and the community work closer together.
