The owner of the car involved in a Brooklyn hit and run says she was not the driver and is now pointing the finger at her younger sister.

A lawyer for Cindy Jasmine says her younger sister, Frances, mowed down two young women in Prospect Heights early Sunday morning.

"Her sister's presently, as it's been reported, hospitalized as a result of this incident. You can understand the traumatic nature of it. She suffered a severe mental breakdown and is under psychiatric care and a 24-hour suicide watch at a facility up in Westchester County," said Jasmine's attorney, Adam Thompson.

The family's lawyer says Frances was scared, panicked and did not know what to do.

He says she will be available to police when she has recovered from medical treatment.

The attorney also says Cindy Jasmine is not the person in surveillance video released by police in their effort to track down the driver.

The crash left Erinn Phelan on life support and her friend, Alma Guerrero, hospitalized.

Phelan is a coordinator with Mayor Michael Bloomberg's volunteer agency.

The mayor visited her in Kings County Hospital Thursday.
