Mayor Michael Bloomberg had a message for Congress yesterday -- don't tell the city how to run the NYPD.

Federal lawmakers have threatened to block funds for city law enforcement following the fatal shooting of Queens resident Sean Bell by police officers. But the mayor expressed little worry yesterday, saying those funds make up only a small portion of the department's resources.

He said with the exception of isolated incidents, New Yorkers have been extremely well served by the NYPD.

He also questioned the actions of House Judiciary Committee members who held a special hearing in Manhattan this week on the actions of city police officers.

"The sad thing is, perhaps in the rest of the country crime is going up, and maybe that's where the Judiciary Committee should be looking to see how they can help those other police departments accomplish what our police department has already accomplished," said Bloomberg.

Bloomberg said he is confident Police Commissioner Ray Kelly will determine the best way to handle the officers involved in the shooting.
