The chairman of the state commission studying ways to reduce traffic in Manhattan says he will call for charging tolls on the four East River Bridges.

Former Deputy Mayor Mark Shaw, who is leading the commission, says tolls on the Brooklyn, Manhattan, Williamsburg and Queensborough Bridges would cost less than setting up a network of cameras for the mayor's congestion pricing plan.

The idea is sure to draw opposition from residents of Queens and Brooklyn. But Shaw says the money saved versus the mayor's plan could go toward various MTA capital projects.

The commission must recommend a plan to reduce traffic to the state legislature by January. The plan would then need approval from the city council and from Albany.
