Flood Watch In Effect In Parts Of City On Seventh Straight Day Of Rain

The record-setting wet weather is expected to continue with a citywide flood watch in effect until Friday.
The dismal weather is forcing drivers to slow down on roads that have turned into rivers in some areas.
The Port Authority is advising drivers to avoid the Holland Tunnel during Thursday evening's rush.
While there is no problem with the tunnel itself, continued flooding on Routes 1 and 9 in New Jersey is causing backups. Authorities say commuters should take the Lincoln Tunnel instead.
Places like Vernon Boulevard in Long Island City, Queens, showed heavy flooding Thursday morning, burying some cars parked in low-lying areas of the street.
Astoria has also been hit hard by the rain. Battered umbrellas and soggy-looking people could be seen up and down Steinway Street.
Parts of the city saw up to four inches of rain Wednesday alone.
The rain is believed to have been a factor in the collapse of a section of a large retaining wall in the Bronx Wednesday night, forcing residents on Cauldwell and Eagle avenues in Morrisania to be evacuated. The collapse impacted seven two-family homes that were built just a few years ago for low-income families.
Homeowners say they've complained to the city about the wall for months, and were surprised when they were cited for a violation.
“They gave me and him a ticket · for failure to maintain the wall,” said homeowner Victor Arce. “We went to fight it and we told the judge these homes are three-years-old, the construction company said that’s the city’s wall. Now the city’s telling us it’s our fault. We just bought these Îcause they’re low income houses — you know, giving us a chance to own a home. Now all of a sudden we’re tying to find someone to fix it, we got fined, and mysteriously. All I know is that I have a house I cant use.”
The Department of Buildings confirmed the tickets were issued. The city says the repairs are the homeowners responsibility.
Meanwhile, New Yorkers headed to the airport to pick up friends and family are advised to call ahead. JFK is reporting up to an hour delay on arrivals due to the rain.
The Federal Aviation Administration is reporting delays of about two and a half hours at LaGuardia for arrivals and flights at Newark Liberty Airport are arriving more than three hours behind schedule.
Departures are running closer to schedule.
