All schools technically opened yesterday but with a citywide attendance rate of 82.7%, almost 200,000 students were still out of school. Some parents in hard-hit areas say the city Department of Education's plan to have students report to their old schools to be bused to distant neighborhoods makes little sense Many among the relocated schools had single-digit attendance rates – the average for relocated schools was 30% attendance.
